Ruthy has worked on housing policies that advance tenants rights at the local and federal levels as a political staffer, researcher and tenant union member.

Senior Project Consultant, Elevate Energy

Samir Deshpande is the Senior Project Consultant at Elevate, a nonprofit organization that designs and implements programs that bring clean and affordable heat, power, and water to homes and communities. In this role, he works with municipalities, community-based organizations, and building owners to support affordable housing, sustainable communities, and energy efficiency. Prior to joining Elevate, Deshpande worked as a science and health communicator at the Walter Reed Army Institute of Research and as the Environmental Health Manager for the city of Dearborn, Michigan.

Sarah Moskowitz

Executive Director, Citizens Utility Board (CUB)

Sarah Moskowitz is Executive Director at the Citizens Utility Board (CUB), an Illinois nonprofit consumer advocacy group that represents the interests of residential and small business utility customers through outreach, education, litigation, and policy advocacy. She started at CUB in the summer of 2000 and has served there in a variety of roles including providing direct consumer services, managing the organization’s statewide education and advocacy efforts, and overseeing the development of CUB’s clean energy strategy in a way that uses policy research and community engagement to identify equitable and consumer friendly climate solutions.  She became CUB’s Deputy Director in 2019 and held that role until 2023, when she stepped in as Executive Director.  Sarah earned her bachelor’s and master’s degrees at the University of Chicago.

Sarah Sharpe returned to the CCAC team in 2023 as the Deputy Executive Director after serving in executive roles at US EPA Region 9 and the California Public Utilities Commission for the past 6 years.  She previously led various environmental health and justice programs in the San Joaquin Valley region, including a previous period as CCAC’s Associate Director in 2017.

Building Electrification Campaign Director, Sierra Club

Prior to Sierra Club, she oversaw RMI’s building decarbonization policy campaigns in the West and Interior West. She spearheaded RMI’s growing body of affordable housing policy work and equitable implementation of federal programs at the state levels. Her experience at an affordable housing organization, California Housing Partnership, where she led energy efficiency and decarbonization program implementation helped her understand gaps and opportunities to address the silos between housing and climate sectors.

Zach Lou previously worked at the California Workforce Development Board on the High Road Training Partnerships program, working with unions and community organizations to develop equitable pathways into jobs needed for climate action. He was also the lead author for Resilience Before Disaster, a report sponsored by APEN, SEIU, and the BlueGreen Alliance that highlighted models for community resilience and social infrastructure.
