Jose directs and supports the development and implementation of policy and regulatory work for BDC’s priority states. In his previous role as BDC’s California Director, he led a team that helped secure a billion dollars of funding for building decarbonization, advanced Zero NOx rules in the Scoping Plan and State Implementation Plan, and passed the country’s first Neighborhood Scale Obligation to Serve Legislation.
